Calls to Mexico Cell Phones
The use of cell phones is quite different from that of the United States. First off, cell phones almost always carry a three digit number (most often it is 044) before the assigned number, which distinguishes it from non-cell phones. Though that number is dropped if you are calling from out of state.

• If local, dial 044 + area code + number

• If not, dial 01 + area code + number
  

Billing is also quite different from what you might be accustomed. The person who is making the call is billed, whereas the person receiving the call does not pay. Because it is free to receive calls, if your service has been suspended you may not make calls, but you still will receive calls.
